The programme targets vulnerable students – particularly those with migrant backgrounds, socio-economically disadvantaged conditions or special educational needs – as well as the schools they attend, with the aim of preventing disengagement through early and coordinated intervention.

Through a systemic and integrated approach, it addresses complex vulnerabilities by strengthening school governance, school–family collaboration and psychosocial support. The model combines early risk identification, coordination among education stakeholders and targeted interventions for students, families and teachers.

INSPIRE enhances teachers’ inclusive and relational competences while promoting students’ socio-emotional development, contributing to an improved school climate and a stronger sense of belonging.

Implemented across 20 schools in the Constanța and Tulcea districts, it engages school leaders, teachers, mediators and local communities, contributing to the development of a more inclusive and resilient education ecosystem.
